Recent changes to the skilled occupation lists
In April 2017, the Skilled Occupation List was renamed the Medium and Long-term Strategic Skills List (MLTSSL). At the same time, the Consolidated Sponsored Occupation List was renamed the Short-term Skilled Occupation List (STSOL). On 1st July 2017, the Federal Government introduced four legislative instruments which detailed how the MLTSSL and the STSOL shall be applied to different categories of visas for skilled migrants. One of the legislative instruments relates to the subclass 407 training visa, and is not considered here. The legislative instruments were updated in January 2018. In March 2018, a third list was introduced: the Regional Occupation List (ROL).
Visas for independent and family nominated migrants
IMMI 18/051
Skilled migrants who are seeking to work in Australia and who are not sponsored by an employer or a State or Territory Government (ie. independent and family nominated skilled migrants) must have an occupation that is listed on the MLTSSL as documented in Legislative Instrument IMMI 18/051 in order to be granted a visa. The visas available to skilled migrants via this route are shown below.
Each of the 21 occupations in ANZSCO Minor Group '233 Engineering Professionals' is currently listed on this MLTSSL, except for the following:
233611 Mining Engineer (excluding Petroleum)
233612 Petroleum Engineer
233999 Engineering Professionals (not elsewhere classified)
Visas for migrants nominated by State and Territory Governments
IMMI 18/051
Migrants who have been nominated by a State or Territory Government need to have an occupation that is on at least one of the MLTSSL and STSOL in order to be granted a subclass 190 visa. For the subclass 489 visa, nominated migrants need to have an occupation that is on at least one of the MLTSSL, STSOL and ROL. These lists are documented in Legislative Instrument IMMI 18/051, and in practice are used as a single combined list when determining occupations available for State and Territory Government-nominated visas.
No engineering occupations in ANZSCO Minor Group '233 Engineering Professionals' are included on the STSOL or ROL. This means that, on the combined list, only the following engineering occupations are excluded, since all the rest are listed on the MLTSSL for this Legislative Instrument:

Migrants who have been nominated by an employer for the direct entry scheme of the subclass 186 permanent residence visa need to have an occupation that is on the MLTSSL in order to be granted this visa, as shown below. This list is documented in Legislative Instrument IMMI 18/049.
All engineering occupations in ANZSCO Minor Group '233 Engineering Professionals' are included on the MLTSSL in IMMI 18/049, therefore all these occupations are available for the direct entry scheme of the subclass 186 visa.

Temporary visas for migrants nominated by employers

Migrants who have been nominated by an employer for the Temporary Skills Shortage (TSS) (subclass 482) visa need to have an occupation that is on at least one of the STSOL, MLTSSL or ROL as shown below. These lists are documented in Legislative Instrument IMMI 18/048. Occupations on the MLTSSL and ROL are available for a four year TSS visa. Occupations on the STSOL are available for a two year TSS visa.
All engineering occupations in ANZSCO Minor Group '233 Engineering Professionals' are included on the MLTSSL in IMMI 18/048, therefore all these occupations are available for the four year TSS visa. None of these engineering occupations appear in the STSOL or ROL.

Migrants who have been nominated by an employer for the Temporary Skills Shortage (TSS) (subclass 482) visa need to have an occupation that is on at least one of the STSOL, MLTSSL or ROL as shown below. These lists are documented in Legislative Instrument IMMI 18/048. Occupations on the MLTSSL and ROL are available for a four year TSS visa. Occupations on the STSOL are available for a two year TSS visa.
All engineering occupations in ANZSCO Minor Group '233 Engineering Professionals' are included on the MLTSSL in IMMI 18/048, therefore all these occupations are available for the four year TSS visa. None of these engineering occupations appear in the STSOL or ROL.
